Gerrard is in his first managerial role after a sterling career, spent mostly at Liverpool.
Gerrard has already made nine signings as he looks to put his mark on Rangers with Mali midfielder Lassana Coulibaly and Nigeria striker Sadiq Umar the latest to make the move.
Rangers are wanting to compete with Celtic again in the SPFL with their Glasgow rivals having won the title for the past seven years.
But Woods, who spent five years at Ibrox, has warned Gerrard of the dangers he will face.
“Steven Gerrard’s got that (money) and can put that in but it’s about building your team and that team delivering on the pitch,” Woods told The Herald.
“I know that he’ll be working as hard as he possibly can to do that but it is about getting the players in that can do that.
“Rather than about it just being the manager, as everybody says, to be a great manager you need great players.”
“Everybody’s going to expect him to go out there and hopefully win the league but it doesn’t always work like that.
“But I’m sure with his experience and know how, he’ll put that into good stead for helping Rangers.”
Rangers have their first competitive match of the season this week as they welcome FK Shkupi on Thursday for a Europa League qualifier.
