Bale is desperate to leave Real Madrid after being stuck on the bench in recent weeks and he wants to be the undisputed star at his next club.
Tottenham are believed to have a first option on Bale but whether they can afford him ahead of their move into the new stadium remains to be seen.

Spanish website Don Balon claim Bale sees no way back at Madrid and is keen to leave this summer.
Bale has made just 14 starts in La Liga this season and has played 90 minutes just four times since the start of February.
He has scored nine goals but has been out the team with Zinedine Zidane playing Cristiano Ronaldo and Karim Benzema in a two-man attack most weeks.
Bale joined Real Madrid for £85m in 2013 to become the most expensive player in the world.
But injuries have taken their toll and a return to England seems on the cards.
Madrid would still be looking to get their money back as they plan a huge overhaul following a season of disappointment.
They remain in the hunt for a third successive Champions League title but need that to save their season – and possibly Zidane’s job.
In La Liga things have been dreadful and they sit four points behind rivals Atletico in second place with nine games to go and Barcelona on course for the title.
